Plaquemines Parish a year after being badly damaged by Hurricane Katrina. The Federal Government, through FEMA, is providing billions of dollars to help homeowners rebuild.
FEMA Wants Money Returned

Last summer the Federal Emergency Management Agency (FEMA) sent a letter to Sheila Moore saying it wants her to return $15,000 she received in emergency aid money. That’s almost an entire year’s salary for Moore who works as a janitor. She is one of the 2% of victims from Hurricanes Katrina, Rita, and Wilma who received letters from FEMA saying it wants its money back because of fraud or ineligibility. Reporter Eve Troeh talks with Moore and her attorney about the agency’s complex regulations that seemingly discriminate against the poor.
