This week in our continuing series, "Rural Poverty in America," we visit southern Texas, where people live in poor and run-down colonias, or neighborhoods. In the Rio Grande Valley, tens of thousands of people live in the colonias without many of life's basic necessities like electricity or running water. Conrad Fox reports.
