Mexico’s shadow economy is made of 20-million street vendors -- most of whom pay no taxes. The government loses an estimated $3-billion a year in taxes.
In fact, only about 30% of the population in Mexico pays taxes. Formal industry doesn’t create enough jobs, so Mexicans fill the void by selling trinkets, food, and crafts on the streets -- escaping the grasp of the taxman.
