Mexico relies on oil for 40% of its tax revenue every year. That’s because only about 30% of the population pays any taxes at all. The rest of Mexico’s economy is considered “informal.” The country’s 20-million street vendors pay no taxes. The president of Mexico has vowed to find a way to tax the vendors, but that’s proven difficult. Conrad Fox reports.
