| In order to handle hundreds of thousands of people convicted of crimes during Rwanda’s 1994 genocide, the government has set up a unique program of community service for the convicted. They build houses for survivors of the genocide. Some of the convicts say it’s a meaningful form of reconciliation. But some survivors say a house can never replace family members killed in the genocide. Michael Kavanagh reports. |
